Indeed very insightful ! I found The discussion in 5 year plan is primarily inward-looking (domestic policy and planning) rather than outward-looking (global initiatives like BRI).

Good analysis. Suggestion here - “Whether the next five years will the major reforms needed to shore up government finances and make the fiscal system ready for high quality growth remains to be seen.” - I think it’s missing the the word “see” after “will”.
